Losing rows in a static table

I am having a problem of losing, and sometimes adding, rows in a table that is used for read-only. We are under Sun 5.5.1, Online 7.20.UC2, I4gl 6.03.UC1. and SCO Openserver 5.0.2 Online 7.23.UC1, I4gl 6.04.UC1 We have a start_up database that we read to get a list of error messages to be saved in memory. We then open the "data" database, create a temp table and insert the error messages. The privledges on the start_up.err_table is informix has full, public has select only. The application starts in the "data" database, closes it, opens start_up, gets some housekeepping stuff, closes it and opens "data" again for the remainder of the session. On a active system, 200+users simultaneously, the err_table gets corrupted every 10 minutes. We have a cron job that counts the rows. If it is not the correct amount, we reload the table.
