Despite the 'Q' in SQL, I'd say anything that can alter, update, drop, create and insert into tables is more than 'just' a query tool. The info given is kind of sketchy though. Subject says "Generate data in Forms" and the body says "I'm using isql on a 4.00.UH2 standard engine." My guess is they're using screens and not 4gl.
