Check the FAQ.
One solution is to upgrade to version 7.3 of the engine which have
this support built in. Just be aware that you can't create an index in
that version that is used in such cases. For that you would need the
Universal Data Option (version 9.1x of the engine).
Another solution is to create an extra field containing an all lower
case version of what you want to search for. That can be indexed and
therefore be fast both for querying ans sorting. It may however be
hard to maintain as it must be done in your application (at least with
7.3x or lower versions of the engine).
The FAQ have some stored procedures you can use, but the performance
is a significant question.
