In the chapter on Managing Disk Space (chapter 15 in 7.1 version), there is discussion on allocating raw space, with a subtopic "Do You Need to Specify an Offset?". Because not all operating systems require an offset, and because you can use raw or cooked space (and cooked shouldn't require an offset for any system overhead), the Informix tools do not reserve any offset unless you specify one.
