SET EXPLAIN ON

I have experienced difficulties with not being able to create the sqexplain.out file in one directory or another. Usually I have had something more important to do than chase down what is really wrong with file and/or directory permissions, but I am sure that is where the conflict lies. A work around that I have used on occasions is to create sqexplain.out by another means outside of ISQL.
