Oat and Data Studio do not come with a 4GL compiler, no. For a free 4GL
compiler, you can use Aubit4GL. It will compile any 4GL code out there and
has some nice extensions. For commercial ones, I'm fond of Querix for its
graphical capabilities, though the original Informix compiler is fine.

FourJs has served us very well for about 10 years, and they're continuously
improving it. Their web client front-end is the Next Big Thing for us, and
we've already exploited the web services and generel netty-ness of the product
to good results.
Of course, FourJs is a pay-for.
I've tried to dabble with Aubit in the past but never gotten past the initial
build of the tools. Perhaps that's improved now, or maybe the people giving it
a tick are more persistent than I am... It's kinda moot though since we're
full steam ahead with FourJs.
