Error: Cannot open file 'csqli.iem'

I am receiving the error when trying to connect from a Windows NT machine using the Intersolv 3.11 32-Bit Informix 9 driver (v3.11.00.07). The file exists in C:\\Informix\\msg\\en_us\\04e4. What environmental variables need to be declard / path settings ?? Thanks, Nick Lewis
