Waco Drive Waco, TX 76702 * * Waco, TX 76707 * * 817/750-5459 817/750-5703 * * * * * ************************************************************************* As a minimum, the following information needs are required: Billing and revenue accounting Statistical data collection and reporting Contract/Grant monitoring Budget accounting Environmental Health Inspector caseloads and assignments Food establishment records Food handler certification records Appointment systems Home Health care aide caseload and assignments Patient records Volunteer registry and assignments Women and Infant Children (W.I.C.) accounting Immunization Call Back System In addition, we want a secure system. We have people who come to our AIDS and STD department and we want to assure the complete confidentiality of any records we have of them. But at the same time we need to have our departments integrated for statistical (monthly reports) and communications (e-mail) reasons. We want a system capable of multitasking so that we can make appointments without having to kill our database program, or word processing program. Eventually (over the next 2 or 3 years) we plan on being able to store binary information in the database: things such as x-rays, fetal heart tone sounds, doctor's dictation, etc., into the patients' electronic chart. A brief description of our programs follows: ADMINISTRATION The purpose of administration is to ensure the enforcement of federal, state and local ordinances to protect the public health; to improve community health by maintaining and enhancing existing services and, where appropriate developing additional service delivery systems; and to manage effectively Health District personnel and material resources. Included in this budget are contract funds to community organizations such as the Family Practice Clinic, MH/MR, Center for Action Against Sexual Assault, Waco-Mclennan County Teen Pregnancy Council, Freeman Center, and Central Texas Sickle Cell Anemia Association. VITAL STATISTICS As the local Registrar for birth and death records, the Vital Statistics Program is responsible for filing accurate information and providing certified copies. During 1990-91, the program projects issuing 17,000 certified copies for a revenue of approximately $96,400. Through recently installed on-line computer access to the Texas Department of Health, Bureau of Vital Statistics, an individual born anywhere in Texas will be able to obtain a certified birth record locally. ENVIRONMENTAL HEALTH Food Service - The Food Service Program ensures that all food service establishments in McLennan County meet minimum sanitation standards developed by the Texas Department of Health. The establishments are permitted and are inspected regularly. Educational training is provided to food service workers and managers. These efforts should result in reducing the incidence of food-borne diseases. Permit and user-fees, approximating $102,000 will be collected during 1990-91 which represents 94 percent of the operational expenses. Septic Systems - By regulating the design and installation of individual sewage disposal systems throughout the County, this program helps prevent the contamination of water sources and other sewage-related health hazards. Approximately $16,000 in fees, or 61 percent of the costs should be collected during the fiscal year. General Environment - To protect the quality of the environment, this program deals with such issues as solid waste control, vector control, consumer protection, inspection of day care centers and nuisance complaints. LABORATORY Water - Through bacteriological analysis of public and private water systems, individuals can be assured that drinking water is protected from fecal contamination. Approximately $46,500 a year is collected as fees for services. Clinical - This service provides routine laboratory tests to support the Prenatal, Well-Child and Sexually Transmitted Disease Clinics at the Health District as well as pre-employment examination testing for City and McLennan County applicants. To comply with federal regulations, the Clinical Laboratory Improvement Act, funds have been included to upgrade personnel and contract with a pathologist to supervise the laboratory. WOMEN, INFANTS, AND CHILDREN (WIC) This 100 percent federally-funded program, administered through the Texas Department of Health, provides food supplement and nutrition education services to approximately 3,400 McLennan County women and children each month. The purpose of the program is to improve the health of pregnant, breast feeding and post-partum women, infants and children under age five. DENTAL
