I called in a similar case to Informix and they told me to use their Remote Object Manager instead of Command Center. ROM is available on their website, but it doesn't have a Command Center anyway. I don't believe that any of the earlier databases know what to do with a svr_agent on a port. As far as I can tell, there's nothing listening on the port.
