Terminal Emulation Problem, Help!

I used ICE.TCP in my office, our main db is with Informix 4gl, plus Accounting all using the Fourgen's menu as main screen control. Users are using Windows 3.1 & some wfwg 3.11 mixed with Netware 3.12, all functioned well under common TCP/IP connection via 10B-T ethernet. The ICE.TCP works fine under DOS, Windows 3.1 without any complaints, but those installed within WFWG 3.11 has a minor problem, ARROW KEYS do not work properly, they worked like Enter key, called James River Group (ICE.TCP Creator), they claimed this to be TERMCAP entry's problem. The ICE.TCP use the SCOANSI terminal emulation. Does anybody know which side is wrong, and any remedy is appreciated. In my wfwg stations, I used the ms-tcp 32 as the default protocol (which according to JRG's instruction), that ms-tcp 32 also comes with 3 emulations, but that vt100/ansi also have problems with graphical characters.
