That suggests to me that you are logged in as root, which I guess is
okay to bring the database server up.
However, root should not have the limit (I think), so it also suggests
that it's the OTHER parameter that need increasing. If I knew the names
I would tell you, and they are NOT in the Informix release notes.

If you are sure you have set the max shm seg size as defined in the
release notes, then it means you have hit the limit on the total amount
of memory you can access.
