We have installed IDS 11.7FC8 on a new HP server.
I am trying to set up an ODBC connection but get the following error:
listener-thread: err = -951: oserr = 0: errstr = <username>: Incorrect
password or user <username> is not known on the database server.
We are not using a shadow file on os level.
Is this a unix problem or Informix and how do I fix it ?
Usually you get a -951 error if the user's host is not trusted on the
server and is trying to connect to the server without a password.

Did you installed the software (Informix) properly or did you copied it?
Are you using some sort of security mechanism that may be preventing oninit
to access user information?
Did you do a root or non-root installation?
Can you show us an "ls -l $INFORMIXDIR/bin"?

From the output, the error seems to have been copied from the server log.
And in that case a 951 error means the user data could not be accessed by
Informix.
If it was a trust problem we would see a -956 error (and a -951 on client
side)
