Error I've never seen

OK I've never seen this before, it's a prod server running Solaris 2.8
and 9.21 (yes I know it's old), it's been live for 5 years and has
probably crashed a handful of times.
22:00:43 (836) connection rejected - too many users, or invalid username
22:00:44 Assert Failed: No Exception Handler
22:00:44 Informix Dynamic Server 2000 Version 9.21.UC6
22:00:44 Who: Session(836, xxxxx@aragorn-prod, 16691, 0)
Thread(16, tlitcplst, 0, 1)
File: mtex.c Line: 422
The logs show no excessive traffic or activity to justify 'too many
users' and invalid user is tosh, all users are hardcoded into the apps -
there is no command line access for any user
Any straws gratefuly grasped

Possible cause is the sticky bit has been removed from /tmp :-) never
a good move
