If your testing database is on the same machine as your live database, then NO, you can't restore the live backup to the testing database. Restoring an archive tape puts everything back exactly where it came from, meaning that the device names for the chunks are going to be the same. If you have a second (test) machine where the device names are the same, then you can restore an archive from the live database onto the test machine. If your test instance has to be on the same machine, they you should use either dbexport/dbimport or tbunload/tbload.
