The third flag, '-' above, if '*', indicates that there are column level
privileges granted on the table's columns.

There is in the FAQ a section on decoding the syscolumns records to
determine the scale of complex data types like DECIMAL, DATETIME, VARCHAR,
and INTERVAL.

Of course you can also get the source to my dbschema replacement utility,
myschema, from the IIUG Software Repository in the package utils2_ak, and
use the source as a reference for how to do this and more or muck it up as
a framework to build what you are trying to write.
