GRANT CONNECT TO user;
-- while logged in as the owner of the database, of course!
RTFM=ON

Creating the user in the OS level isn't enough.
You have to grant permission to access your databases. You can do that
in 3 distinct ways:
connect - You allow users to connect to the database, but he can't
alter table structures or create tables. All he can do is access data.
resource - Users can create their own tables, and alter table
structures that have been created by them.
dba - This status allows users to do anything in the database,
including objects created by other users (alter, drop, etc).
The SQL grant command is:
GRANT <level> TO <user> [AS <user>]
Inside your database, there are still different levels to data access.
You can restrict user actions to table level (select, update, delete,
insert, alter, index) using the same syntax, like these:
GRANT update ON <table> to <user> [AS <user>]
GRANT select,insert,delete,update ON <table> to <user>
The clause AS is used to grant permission in the name of another user
(this user must be owner of the database or the object being referred).
Every GRANT command only can be given by the user who owns the object.
The command to revoke the permissions is:
REVOKE <permission> from <user>
Hope this helps.
By the way, are you from Brasil too ???
