There is not a lot you cab do about it since you cannot directly
control the placement of the extents for the TBLSPAC TBLSPACE.
dbexporting ALL the databases on your OnLine instances, dropping them
and reimporting them may help and certianly would give you the best
layout you can expect. Otherwise there is not much that you can do.
