PostgreSQL (http://www.postgresql.org) is a GPL'd database server with clients, which has most of the features commercial databases have (and even some the others don't ;)). You download the source code, compile, install and run it in half an hour... Of course it only runs on unices (and the main platform is Linux, which always is a good advice ;)). Also, you can have Informix and SyBase for free on Linux, which is free, too... and certainly a lot faster than NT (does really anyone have doubts on that ?) When you buy/download a Linux distribution like S.u.S.E. (www.suse.com) or Red Hat (www.redhat.com), PostgreSQL is included.
