For detached indexes (all indexes in v9.2), try the following
database sysmaster;
select indexname, l2date(ti_created )
from sysmaster:systabinfo a, <db>:sysfragments b
where a.ti_partnum = b.partn
and b.indexname = '<whatever>';
Also, oncheck -pt <db>:<table> will give you info.
