Locks do not take much in the way of resources so there is not much wasted
if they are set high. A rough (very rough) starting point would be
pick the largest transaction you will process, add one lock for each row,
plus one lock for each index on that row. Multiply by the number of users
actively hitting the database at the same time, and you will have your
starting point.
You can monitor lock starvation by using onstat -p and looking at the
ovlock field, which is a cumulative count of lock requests that did not
have sufficient locks.
