The closest you can come is to use the upshift or downshift functions in 4GL, creating TEMP tables (or converting the data permanently) and comparing the converted data. But the differences in the spelling of Avenue, etc. will mess you up. A recent thread in this newsgroup dealt with Informix's inability to compare strings capitalized differently. Any change to this is somewhere over the horizon. I must recomend unloading the 00's of 000's of recs, passing them though "tr" or like minded filter, making the data all one case. The problem of abbreviations will still need to be addressed.
