Unacceptable I-Star performance

I need help solving a problem. I have a number of sites which need to communicate with each other and exchange a minimal set of information (often less than 2kb). This process usually involves moving *1* row of data out of 17 tables on server A and inserting these rows into the corresponding tables on server B for example. What we're seeing is that this process is taking about 15 minutes to complete for 1 transfer set. This is not acceptable in terms of performance. Can anyone give me some guidance on what to look for or change to increase throughput? We're running NCR 3450 machines, OnLine/I-Star 5.02.UC7 and OnLine/I-Star 5.01.UD3 releases of Informix. We're communicating via X.25 protocol over V-Sat satellite system and TCP/IP. Yes, we've looked at network contention and saturation. What's irksome is that there is a Sybase application running between all of these sites and it gets responses back from a central server in less that 5 seconds. Any help would be appreciated.
