If I'm correct, you should use it. The libraries needed with ESQL/C change from release to release. They change in name and number. The esql shell script knows which libraries you need; you don't have to. The only time you might have to sort it out is if you are using some other tool which also needs special libraries. If that is the case, then you'll have to analyse the esql script for the correct libraries (and the correct loading sequence). Beware of the changes in the libraries between versions of ESQL/C.
