RSS stopped log apply when setting DELAY_APPLY=1s

Hi, My IDS version is 11.5.FC9W3, I use RSS to do the data migration, originally the primary instance have only 2 rss. I add another 4 RSS instance recently. so totally I have 6 RSS now, and I found if I set DELAY_APPLY=1s in 4 instance added later, those 4 RSS will stop to do the log apply later, but the original 2 RSS stil work fine; after I set DELAY_APPLY=0 in 4 instance added later, they all work fine. Why? I have another instance which have 4 RSS in totally, and I set DELAY_APPLY=1s wit all of them also, they always work fine. thanks for your time.
