D4GL essentially gives you the ability to run with a GUI front end on MS Windows or X-Windows without doing much more than a recompile of your sourcecode and installint a Tcl/Tk based runtime module on the client. You can still run in character mode on terminals with the same compiled code by setting a runtime option for the purpose.
