This is far and away, in my experience, the most common cause of disappointing performace for folks using 7.X OnLine. Without fragmentation, there is very little that can be parallelized. Parallelization is the KEY to performance with 7.X. Without it, you are likely to get performance no better, and possibly worse, than 5.X..
