Many-to-Many Perform Screen

How would you establish ISQL Perform Screens for the following M-to-M relationship. One-to-many relationships fit the master-detail relationship, but how does one set up a Many-to-Many relationship. The many-to-many relationship is needed because some employees (secretaries) are members of several departments. Other table columns (attributes) are not shown to simplify the problem.
