You don't have to backup the data. Just install the new version in a
different directory, don't let the installer create an instance of the
server during the install, copy the ONCONFIG and sqlhosts files from the
old INFORMIXDIR to the new one, set your environment to point to the new
version, and start the new v11.70 engine. It will upgrade any disk
structure changes automatically and your data will be there.

To any version still under support, yes. So, currently, 11.10 or later.

Install a newer version of IDS - point the root dbspace to the same
location and start it
It will do an inplace upgrade and you will be good to go

Exactly. You can install a new version, we automatically upgrade and then you
have a completed supported solution.
Generally the evals use operating system files. If you backup all the
operating system files while the server is down then you should be OK.
In the directory $INFORMIXDIR/etc there will be a file called
oncfg_{$INFORMIXSERVER}.{SERVERNUM}
this will have all the chunk (data files) used by the server.
