I'm not sure why your select doesn't work, maybe it has
something to do with converting a varchar to a char in the
select, but this does work (for varchars):
select c from t
where length(c)+1 != length(c||"|")

Luckily I am not familiar with Oracle so I will not comment, but I'm
sure others will.
