license manager hangups

I've only been reading this newsgroup for a week and I may have missed
this problem if it was posted before, so please excuse me. I also
searched the FAQ.
With Star/Inet we installed and answered the question about TCP
connections with a yes. This apparently causes it to use the flexlm
license manager for network connections. This is all with Sun
Clients and Server. The problem is that if a network client
*quits*, then no other network clients can connect (they just hang
waiting on a database open) until *all* other network clients quit.
This problem is completely reproducable with our vendor supplied
software and with dbaccess.
I may not have all the terminology right (we are only using Informix
with a vendor package and I haven't studied it extensively).
We have been told that we need to reinstall Informix Online, star and
net, and that we should answer the question
"Does your host support TCP ?" with a no.
Apparently, this will cause the network software to not use the
license manager with which Informix allegedly has a bug. I'm sorry,
but I don't have version numbers handy; however it is a recent
installation (November 1994).
Has anyone else experienced this problem? Is it true that we don't
have to use the license manager? This seems awfully *uhm*
strange?/unprofessional?/ugly?/ridiculous? that it can even run
without the license manager. Why do they tell you to use it in the
first place?
Any help out there?
