Whose limit is the 18 char identifier limit

When I'm using the Intersolv 3.11 driver to create a table in in my
database (a 7.3 online server), I get the following message after
executing the following SQL statement;
execute ...
CREATE TABLE TESTING890123456789 (A INT)
and error is ...
[INTERSOLV][ODBC Informix driver][Informix]Identifier length ex
ceeds the maximum allowed by this version of the server.
Same behavior with also with this create;
CREATE TABLE TESTING890123456789asfasD (A2345678901234567890123 INT)
[INTERSOLV][ODBC Informix driver][Informix]Identifier length ex
ceeds the maximum allowed by this version of the server.
It appears that 18 is the maximum length that a table name and/or a
column identifier can be. Is this an ODBC limit, an InterSolv driver
limit, or is this an Informix Server limit? Is there anyway around this
limit?
