Exclusive table lock

We have a situation where tables are getting exclusive locks and shouldn't be. The tables are defined with "LOCK MODE ROW". The Isolation level is the default - commited read. There is a trigger on one of the tables being inserted to. The application is doing a transaction to insert 1 row into 4 related tables. Each of the tables ends up getting locked.
