US people seem far more used to paying pretty large sums for conferences. Here I think it's much less prevalent. David would have to pay, say, '400 for a flight to Tampa and '500 subsistence. To then be asked to pay one-and-a-half times as much again in conference fees - probably out of his own pocket - is a big, big ask.
