It is sufficient to note the maximum procid in the empty database; the procedures with that number or less are 'system defined' and those after are not. There are complications. The list of procedures can change from version to version, so what is correct in 10.00 will be different in 11.10, 11.50, 11.70 (probably). If you migrated your database (server) from earlier versions, then it could be that procids 1-20 were system defined, then user procedures were added with procids 21-30, then the system was upgraded and new system procedures were added with procids 31-40, and so on (all numbering purely hypothetical). You can compare the procedure signatures with the list you get from an empty database; that will work. But it is fiddly and version dependent. There isn't a simple way to know...
