I suspect the problem is due to a table not joined in the were clause.

When you perform a multiple-table query that does not explicitly state a join
condition among the tables, you create a Cartesian product. A Cartesian
product consists of every possible combination of rows from the tables. This
result is usually large and unwieldy, and the data is inaccurate.

I believe the definition of an outer cartesian product is when you
have a cartesian product between A and B as well as an outer join.
The system is saying why are you doing an outer join when you are
not even constraining on the tables in the where clause.
An example of this in work is
select * from syssynonyms, systables;Result: 0 rows found
select * from syssynonyms, outer systables;Result: The where clause contains an outer Cartesian Product.
