Atul, David, Dennis, Dave, Gaukur, Andy, Alan, Jack, Will and Harry (listed in the order received), THANK-YOU! My problem is now solved, and thanks to all of you for helping me to understand the problem. There were (I believe) two problems: 1) My not understanding the problem completely, and 2) Now that I do understand, I believe there is a bug in Informix. To summarize: You really do only need the whenever statement once at the beginning of each module - even utility modules. This is because at compile time it handles the code in each module sequentially for this regardless of what functions the whenever statement it is. I was still thinking of this conventionally in terms of runtime. Before I was calling from a module with a whenever error to a module without one. After the function call, my whenever error was no longer in effect - strange but true - this I believe must be a bug since it it not consistent. Now I am calling from a module with a whenever error to a module which also has a whenever error in the first function of the module and things are working beautifully.
