Translating with DrWatson… this can take a few seconds the first time.
This is a genuine, complex translation. DrWatson protects commands, error codes, and log output while naturally translating the surrounding text. It’s translated once and saved.

note that "this is a 'test'" is 16 chars long...
>insert into abc values ("this is a test"); This works

not true: this worked fine for me on SE 4.0 and also SE 5.0.
However, it would not be a valid character string literal in ESQL/C;
perhaps that is the problem?
>insert into abc values ("this is a \\"test\\""); This doesn't
true; and this is an inconsistency between 4GL and SQL.
In 4GL this works: LET char_var = "this is a \\"test\\""
You can put the above INSERT into a 4GL program and it compiles
fine, but when you execute it you get an SQL error -201 (syntax.)
Hope this helps a little,
