That is a huge leap in the versions, as you are aware. The releases went
1.00, 1.10, 1.10.03, 4.00, 4.10, 4.11, 4.12/6.00 .. 4.16/6.04, 4.17/6.05,
4.20/7.20. Version 4.0 was released somewhere around 1989, and 1.00 in
1986, so your code is about 10 years old.

AIX or HP-UX?
On the face of it, you have a executable file called cc in your path ahead
of the system C compiler, and it is not a valid shell script, or the system
C compiler has been corrupted. Check what happens when you compile:
$ cat > hello.c <<!
int main(){ puts("Hello World!"); return 0; }!
$ cc -o hello hello.c
$
If that isn't the problem, then either the c4gl script or something which
it invokes is not working correctly. You'll probably have to run:
$ sh -x $INFORMIXDIR/bin/c4gl -c file.4gl 2>&1 | tee c4gl.log | more
and wade through the output to work out what is going wrong and which
program is really causing the trouble.
