While I'm running IDS 7.24UC8 and my response may not be totally correct the ideas may be relevant.
Your:
NETTYPE ipcshm,2,30,CPU # Override sqlhosts nettype parameters
NUMCPUVPS 4 # Number of user (cpu) vps
but until NETTYPE references 4 CPUs (not 2) then you will not have the performance of the remaining 2 CPUs.

SAP is almost totally client-server, isn't it? If that's the case and the clients are all connecting via TCP,
the the NETTYPE for soctcp should be CPU, rather than the one for ipcshm, which isn't used as much.
How are your checkpoints? I noticed that you have the interval to 1800, a high number of LRU queues, and a
large number of logs and cleaners. How many disks do you have to need that many cleaners?
As far as the write cache percentage, I'm guessing that that is caused because you have such a large number of
reads and read aheads. That could be pushing data that is about to be written to out of the buffer. You might
consider lowering your RA_PAGES and RA_THRESHOLD to something like 24 and 18. This should reduce the data
pushed out of the buffer without significantly reducing read ahead performance.
