Since I haven't used it, I can't really speak to its usefulness. I believe it's distributed as C source, so you might be able to implement the main parts as a 4GL-callable function. Included below is the archie listing of ftp sites. You can use either direct ftp or ftpmail@decwrl.dec.com. I would suggest trying first to retrieve it from optima.cs.arizona.edu, judging from the authors' addresses.
