The algorithm you are asking for should also provide for leap-seconds. This is no joke. Every few years the scientific community schedules a leap-second, which is an extra second placed between Dec 31 23:59:59 and Jan 1 00:00:00. This is used to adjust for the fact that our wobbly old earth is not as accurate a time piece as an atomic resonance clock. I think that the last leap second was at the end of 1988 or 1989.
