Stored Procedures owned by informix

Hi Family. I'm BAAaaack! In my new environs, I have found many stored procedures owned by user informix. I certainly have my objections to that but I noticed a quirk I'd like more info about: I have been accustomed to the notion that if I, the ordinary user, create an entity - a table or stored procedure - no other user can access or execute it until I grant the appropriate permissions. Yet here are a bunch of procedures owned by user informix with no GRANT statements in sight and nobody has ever been kicked out of a stored procedure over lack of execute privilege. And yes, nearly everyone in susysers has "C" for a usertype. What gives [execute permission]?
