With Perl, there are CSV modules which would allow you to convert the data from CSV to delimited format, for example. Alternatively, you could try SQLCMD from the IIUG archives. It requires ESQL/C or CSDK, and I've not tested the CSV functionality recently, but it tries to handle CSV for you.
