There are FAQs out there and documented procedures, depending on where you want to create the group. Do a web search for "create a usenet newsgroup". If you're going to create the newsgroup under the alt.* hierarchy, there's no chiseled-in-stone procedure. You discuss it in alt.config and just create it. The up side to this is no drawn-out vote-taking process, but the down side is that many news administrators won't add the group unless you submit a properly-formed newgroup message. Even then, it might not be added unless one of their users specifically requests the group. Check alt.config for more info or do a search for "how to create an alt newsgroup". Creating a group under the Big 8 (rec.*, comp.*, etc.) is subject to rather strict rules. There are formal requests for discussion, votes taken by a neutral third party and it's rather difficult to get one through. Usually requires a 2/3's percentage of yes votes, with at least 100 more yes votes than no votes.
