The recent versions of IDS Workgroup do indeed try to enforce the "maximum
cpu" limit by a check on NUMCPUVPS (one might argue whether that's quite
fair, but that's another question). I'd be surprised if IDS 9.21, which is
obsolete, behaved in that way though.
