If your test instance is on a different server, you can just set up the
dbspaces the same as the production instance and use dbimport and dbexport.
Dbexport will copy the entire instance (all databases in the production
instance).
If your test instance is on the same server as production, you may want to try
'onunload' to copy over each database in the production instance that you want
copied over to test.

If your test environment is on a separate machine and you can recreate the
chunk devices (or at least the links to them that IDS is using as chunk
paths), then you can simply copy over the ONCONFIG file from production,
change the server name, make a local sqlhosts file pointing to the test
server, and restore the archive on the test machine.
If they are sharing a machine, you will have to dbexport from the production
instance and dbimport the data into a test instance on that machine.

In our test enviornment, IDS instance is running. In that case do I need to
create all the chunk devices or I will create a dbspace and use dbexport and
dbimport.

It is still not clear if your test instance is on a separate server; however,
if it is, the following applies:
All you need to use your level 0 archive is to have the same links for your
dbspaces set up on your test server as you have on your production server.
Then you need to copy over your sqlhosts file as well as your $ONCONFIG file
(which you may need to modify your DBSERVERNAME). The dbimport will create the
dbspaces as they are on the production instance using the identical links to
chunks set up on the test server.
If you do not have identical links set up on your test server, you will have
to use something line dbexport/dbimport or onunload/onload.
With dbexport, you will set up the chunks and dbspaces for the database and
then run dbimport to create the database. There is an option for dbimport
where you can tell it which dbspace to use for creating the database.

If you want to add the production database to an existing IDS instance on
test, then you have to use some migration tool like dbexport/dbimport. You
can only do an archive and restore if you want to bring this database up in
its own separate instance.
