Problem occured during upgrading from 7.10 to 7.22

AIX 4.1.4
OnLine 7.10.UC2
We have one legacy system, that contained some important data.
After some operations instance became unavailable - oninit wasn't
working.
And (how it sometimes happens) there is no any backups.
And distributive of 7.10.UC2 is lost. We have only OnLine 7.21, 7.22 and
7.23
for AIX 4.1.4.
I've installed 7.22.UC1 with the same onconfig. It came up but
databases that were created in NLS are unavailable.
I get the next error message when i'm trying to choose any of them:
311: Cannot open system catalog (systables).Unknown error message 23101.
