when update stats are run, is the table being locked?
if so, is there a way to work around that?

No the table having its stats updated is never locked. Someor all of the
system catalog tables, specifically systables, syscolumns, sysindexes, and
sysdistrib, will be locked (or rather specific rows within them will be) for
very brief periods at different points towards the end of each UPDATE
STATISTICS with the specific tables having rows locked depends on the exact
options to the statement which are included. This is unlikely to block a
query, though a previously prepared statement may return a -710 error and a
stored procedure may return -674 or -710 after the stats run is complete if
the new distributions invalidate the stored query plan for the statement or
procedure. Repreparing the statement or running UPDATE STATISTICS FOR
PROCEDURE/FUNCTION.... will alleviate that condition.
