Right, there seems to be some confusion here: the FIRST_ROWS directive has
nothing to do with SELECT FIRST N ROWS.
The directive is there to tell the engine to get first rows back to the
client as quickly as possible, even if the total query takes longer. Whether
you are using SELECT FIRST N or not.
To use the SELECT, simply say:
SELECT FIRST 10 *
FROM mytable;
HTH.
