Benny,
first kill all nsr processes that are running. You should be able to use
the ism_shutdown script. Then try restarting the ism. Do a tail on your
syslog and it should let you know if it is having any errors starting.
If it doesn't start post the last few lines of your syslog and any
information that gets put into your /nsr/logs/daemon.log
